By partnering with Raggio Homes, these entities can access competitively bid, pre-negotiated, pre-approved pricing for a wide variety of renovation, repair, and construction projects. These Specialty Purchasing Contracts and Job Order Contracts (JOC) offer volume-based pricing typically available exclusively to large government agencies. We currently utilize TIPS (The Interlocal Purchasing System), which is a leading national government purchasing system that reduces the cost of goods and services by leveraging the purchasing power of public agencies in all 50 states.

Comparing Traditional RFP Process with CO-OP / JOC Process

The Traditional RFP Process (Design – Bid – Build), also known as Competitive Bid or RFP, is the most familiar method to public agencies. It’s a linear process where each task follows another, with little to no overlap. Use of public funds requires a minimum of 3 bids in compliance with purchasing laws, which often results in lowest bid acceptance, potentially excluding the most qualified contractors. The process takes approximately 150-170 days from project identification to commencement of construction and includes the following steps:

3. Bid / Procurement

4. Receive proposals

5. Review proposals (if over budget, repeat steps 1-4)

6. Award project

7. Issue P.O.

8. Begin construction

9. Issue multiple change orders

The CO-OP / JOC Process (Design – Build), also known as Specialty Purchasing Contracts, have the advantage of utilizing design-build processes and pre-approved pricing to perform new construction and maintenance. This process streamlines the design and construction phases, permitting overlap, that results in a faster project with lower costs and fewer change orders. This simplified process takes as little as 21 days from project identification to commencement of construction and includes the following steps:
